Technical Review and Owner’s Engineering

An independent technical view, on your side of the table

Lenders ask an independent technical advisor to read a project before they commit. An independent specialist can carry out that kind of review early, and then stay alongside the project to challenge technology providers and contractors until the plant is running.

When an independent technical review pays off

Lenders have their own technical advisor read a project before they commit. Reviewing it early, from the lender’s side, removes surprises before the financing discussions with banks and DFIs, and keeps the design intact once tendering starts. Technology providers and contractors can also be brought into the project through strategic partnerships.

How the technical review runs

1. Read. A specialist reviews the technical file as a lender’s advisor would, and ranks the issues.

2. Fix. The gaps to close before financing talks are agreed with you, and the specialist carries out the work.

3. Follow. During tendering, construction and start-up, the specialist reviews offers and deliverables, and checks the plant against the performance contracted.

Who carries out the work. An independent specialist from the network I work with, with a background in project engineering and plant start-up, leads the work, speaks with you directly and presents the results. My part is to introduce the right expert and to connect the findings to your discussions with investors and lenders.

What the review covers

Independent technical review

A critical read of the design, costs and schedule, written the way a lender’s technical advisor would read them, with the weak points ranked.

Technology and contractor selection

Technology offers and contractor bids compared on guaranteed performance, licence terms and support, and deliverables challenged so the design does not drift.

Commissioning and readiness

A test and start-up plan, clear performance criteria, and an operating team that is ready on the day the plant is handed over.

What the technical review delivers

  • A technical review report that you can share with lenders
  • A ranked list of risks and the actions that close them
  • A comparison of technology offers or contractor bids
  • Performance and test criteria for start-up
  • A readiness plan for the operating team
